FINANCIAL CONTROLLER. JOB SPECIFICATION. South Tipperary Development Company (STDC) wishes to appoint a Financial Controller who will play a key role in supporting the board, CEO, Finance and Audit Sub Committee and the STDC team in delivering programmes and initiatives to the highest possible standards, and in a manner that is compliant with financial, reporting and other requirements of external bodies and agencies. The Financial Controller will report directly to the CEO and indirectly to the STDC Audit and Finance Sub Committee. (S)he will also be expected to develop flexible working relationships with other members of the Management Team, Programme Co-ordinators and staff members in addition to key staff in funder agencies and external bodies. KEY AREAS OF RESPONSIBILITY. The Financial controller will liaise with the CEO on all financial matters. Responsibilities include the following. Financial budgeting, reporting and analysis; Banking and Working Capital Management; Managing company payroll function; Supervision of the Administrator / Accounts Executive. Standard day to day accounting controls; Managing External Relationships. Corporate governance and general company compliance; Statutory and Funder Provider Audits and reporting; Safeguarding Key Assets; Managing Company Insurance requirements. Identify new programme opportunities that contribute to mission / vision of the company and assist a designated person in applying for same; Support the finance and Audit Sub Committee. Management of programmes and initiatives as may be delegated by the CEO from time to time; Duties may be supplemented or changed by the CEO from time to time as considered necessary. THE PERSON. A qualified accountant (ACA, ACCA, CPA) with minimum 5 years post qualification experience. A strong combination of business and technical skills is essential with an ability to focus on accuracy and attention to detail. Experience of working in and managing an accounting function in a challenging and dynamic environment. Proven track record in all facets of financial management and control covering financial /statutory reporting, WC/Treasury management, IT systems, investment appraisal and management, legal and tax compliance. Good communication and interpersonal skills. Team player with a pleasant and confident demeanour. An ability to bring strong controls and timely, accurate and incisive reporting to the business both from a day-to-day and from a periodic perspective. Strong IT systems implementation skills. A “hands-on” pro-active management style and approach to problem-solving. STANDARDS REQUIRED. Develop strong and effective working relationships with key internal and external stakeholders. Deadlines achieved on a regular basis. Implementing best practice reporting. Implementing an appropriate IT system which meets the needs of the organisation. Implementing the changes required in the accounting function relating to people and processes. Contributing to the management of STDC as a key member of the team. Providing strong financial control and tight monitoring of cash and operations. PARTICULARS OF EMPLOYMENT. Duration of contract: This is a full-time contract but is subject to continuation of funding. Working week: Normal working week is 35 hours (9.30 am to 5.30 pm) with one-hour lunch break (unpaid. Annual Leave: Annual leave will be 30 days on a calendar year basis (pro rata for employees commencing after January 1st) Employees are required to hold part of their annual leave for Company shut down periods e.g. during Christmas and Easter period. Salary: Salary will be commensurate with experience and qualifications. This position is offered on a full time basis, subject to continued funding. A remuneration scale is in operation within the Company. Payment of increments is subject to funding, performance review and a minimum of 12 months service in the post. Probationary period: This position is subject to the satisfactory completion of 6 months’ probation period. The company may decide to extend this period. Place of work: You will be based at the STDC headquarters which is currently Cahir. You may be required to work from other locations from time to time. Proficiency in IT: Candidates are expected to have a high level of IT competency. Closing date for receipt of applications is September 12th at 5 pm.
