South Tipperary Development Company (STDC) wishes to appoint a Project Development Officer to work on the Rural Development (LEADER) Programme 2014 – 2020 . The person appointed will support STDC in delivering, particularly, but not exclusively, the Social Inclusion element of the Rural Development (LEADER) Programme Local Development Strategy in South Tipperary. (S)he will work as part of the Rural Development Team and will report directly to the CEO. The Rural Development (LEADER) Programme 2014 – 2020 is managed by the Tipperary Local Community Development Committee (TLCDC), a sub-committee of Tipperary County Council. In its’ role as Implementing Partner, STDC delivers the program in South Tipperary on behalf of TLCDC. KEY AREAS OF RESPONSIBILITY. Pro-actively generating projects and activities that fit into the Tipperary Local Development Strategy (LDS), with a particular emphasis on, but not exclusively confined to the Social Inclusion Theme within the LDS. Advising and guiding clients on the Rural Development Programme and on the application process. Preparation of projects for presentation to the evaluation committee, board of STDC and TLDC. Attending and presenting projects at evaluation, board and LCDC meetings as required. Processing project payments. Prepare files for Article 48 checks at various stages of the project life cycle. Co-operate with TLCDC and other external bodies when carrying out project inspections and audits. Identifying opportunities for collaboration with other programmes both internally and externally. Support the RDP team in researching, monitoring and evaluating programme outcomes on an ongoing basis. Preparation of reports on activities as requested by the Board, CEO, TLCDC Chief Officer and funding agencies. Representing the company on various committees as requested by the CEO. Attending meetings and seminars to promote the programme and the company in general. Taking on responsibility for aspects of other programmes as directed by the CEO. Complementing activities of other staff members and work as part of the overall company team. Performing other duties as may be requested by the CEO from time to time. Continuously updating yourself on regulations and funding streams available from other agencies. THE PERSON. Must have a relevant third level qualification. Have a minimum of three years’ working experience in a community and local community development environment with a particular understanding of Social Inclusion issues. Have experience in group development and facilitation. Have the ability to work in a challenging and dynamic environment. Have experience in preparing and interpreting business plans. Have a proven track record in adopting a strategic approach to local development. Have excellent communication, reporting and presentation skills. Be a team player but have ability to work on own initiative. Have excellent organizational, administration, planning and IT skills. Have an understanding of National and Local Rural Development policies. Duration of contract: This is a full-time contract for three years, with a possibility of extension subject to the ongoing availability of funding. Working week: Normal working week is 35 hours (9.30 am to 5.30 pm) with one-hour lunch break (unpaid). You will be expected to attend night meetings and occasionally meetings held at weekends. Time in lieu can be taken for attendance at such meetings but must be taken in accordance with the Company’s “Time in Lieu” policy. Annual Leave: Annual leave will be 30 days on a calendar year basis (pro rata for employees commencing after January 1st) Employees are required to hold part of their annual leave for Company shut down periods e.g. during Christmas and Easter period. Salary: Salary will be on a project worker salary scale and will be commensurate with experience and qualifications. Probationary period: This position is subject to the satisfactory completion of 6 months’ probation period. The company may decide to extend this period. Place of work: You will be based at the STDC headquarters which is currently Cahir. You may be required to work from other locations from time to time. Training and support: You will be expected to familiarize yourself with the various regulations and documentation regarding the programme e.g. Local Development Strategy; Department Operating Guidelines; Procedures Manual; Relevant E.U legislation, etc. However hands-on support and induction training will be provided by the CEO and other team members. Proficiency in IT: Candidates are expected to have a high level of IT competency. Car Ownership: Successful candidate is expected to have own car and have a full clean driver’s license and must be willing to indemnify STDC on his / her insurance policy.
